Dear All,

As already informed earlier since our society has been approved by NPCL for Conversion from Single Point to Multi Point, individual connection post Commission (UPERC) amendments, please find enclosed :-

The residents of Unitech Horizon have to apply their Individual Electricity Connection directly from NPCL with the following nominal formalities.

1. Duly filled Application Form for Electricity Connection

2. Passport Size photo of Applicant, pasted on Application Form, in case of Joint applicant Photo of both

3. Copy of PAN of the Applicant, in case of Joint applicant PAN of both

4. Copy of ID Proof of Applicant, in case of Joint applicant ID of both

5. Copy of Registry/ Ownership Document/ Possession Certificate of the Flat

6. Copy/ Statement of Last Electricity Bill, or Any document Indicating current sanctioned load of the individual resident

7. All these documents shall be self-attested.

NOC from UHAOA / Unitech Accounts division for no dues of electricity mandatory for getting forms processed

Q1.Is the installation of Prepaid Meter of NPCL compulsory for all flat owners?

  • UPERC Commission Order is Mandatory if the same is approved by UHAOA/ Builder or unless denied within a period of 30 days from Letter of NPCL. Both UHAOA and Unitech Limited haven’t denied the same, therefore now the order of Commission is mandatory on us.

  • Official approval communication - NPCL approval email dated 18.08.2020.

  • So, the installation of Prepaid Meters of NPCL is compulsory for all flat owners irrespective of the fact whether one is staying, not staying, has put flat on rent etc.

Q2.What is the Timeline to complete the project of NPCL Prepaid Meter in our society?

  • As mentioned in Commission Order, 60 days is defined time limit for Migration from Single Point to Multi Point. Till the time conversion happens existing set up for those whose conversion doesn’t happen will operate.

  • For those whose conversion gets completed the prepaid billing becomes applicable.

Q3.What will happen if someone doesn’t convert to Prepaid Meter in defined time limits?

  • After the deadline expires, the existing post-paid meters will be removed by NPCL officials after disconnecting their electricity supplies.

Q4. Can Tenant Apply the Prepaid Meter?

  • Yes, he/she can apply for prepaid meter for his owner by providing all mentioned below:-

(1) TheRegisteredValidRentAgreement.

(2) Tenant has to submit Owners consent on Rs. 100/- Stamp Paper.

(3) NOConRs.10/-Non-Judicial Stamp Paper of Joint Owner of property alongwith self attested ID proof of Co-owner.

Q5. In Case of Joint Ownership in Flat, how and in what order the application of Prepaid Meter of NPCL should be filled?

  • In case of Joint Ownership, the Prepaid NPCL form has to be filled in same joint order. One cannot apply NPCL Prepaid Meter in Single Name if the Flat is Joint.

Q6. What to mention in sanctioned Load?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • The Load of individual consumers as provided in existing set up shall be retained. In NPCL records the sanctioned load submitted by Unitech for every flat is 5 KW. So mention 5 KW (Same is also mentioned in Electricity Bill of residents).

Q7. Can resident increase/ decrease their load as per their consumption and whom to approach?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • Yes, one can.

  • Once the Prepaid Meters are installed by NPCL the resident may enhance their load by paying directly to NPCL for the difference. NPCL officials will enhance the load in one day as confirmed by them to UHAOA.

  • For load to be reset to lower levels, same process by applying directly to NPCL.

8. Please explain Costing of NPCL Prepaid Meter, how will get this payment (Unitech or NPCL) and any other recurring cost if any?

  • As mentioned in NPCL Prepaid Meter Application form, the Total Cost every individual has to borne is Rs. 14839/- which is all inclusive. The cap on maximum cost is also defined by UPERC Commission in their order. The same shall be paid directly to NPCL by owners either through DD or Online payment

  • Rs. 500/- is towards first recharge.

  • This is one-time cost for purchase of NPCL meter and will be paid directly to NPCL. No other cost apart from said cost for NPCL electric consumption.

Q9. How will the Cost be taken if one is not able to submit Demand Draft?

  • After the forms are submitted to NPCL and is approved by NPCL, the online link for payment of Rs. 14839/- will be given to resident through SMS/ Email directly by NPCL.

Q10. What will happen to DG Supply? Will that too be prepaid? What will be the administrative cost of DG online set up?

  • DG panel set will also be provided by an agency already fixed by NPCL. They will do separate agreement with UHAOA/ Unitech. The same shall also be prepaid. The cost will be disclosed once they come up for agreement.

Q11. How to calculate Common Area Charges of Electricity?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • Total NPCL Bill for the Society Less Total Billed Amount of all Flats will be considered as Common area electricity charges.

Q12. Common Area Charges of Electricity – How will they be taken?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • The same shall be debited in daily basis through prepaid balance of individua apportioned according to contracted load of individual.

Q13. Will one get Mobile application?

  • Yes, the Mobile application of NPCL will be there which can be downloaded. It will show all details of consumption, load, billing etc.

Q14. Will there be happy hours for non disconnection of electricity?

  • Yes concept of happy hours and non-disconnection on national holidays are there in NPCL Prepaid Meters.

Q15. What will happen to closed Flats or unoccupied flats?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • Common Area Charges of Electricity shall be charged to each and every resident (Whether residing or not) and billing shall be done accordingly.

Q16. Who will pay for Common Area Electricity Charges if someone doesn’t recharge or pay?

  • NPCL will keep debiting the amount in Prepaid Meter of that respective individual and will recover from him once he recharges. NPCL will show the amount as receivable in their books against that particular consumer. His share will not be taken from other payers.

Q17.As of now CAMs bill include the Common Area Electricity Charges, so if now they are to be paid through Prepaid Meters by individuals then whether it will be reduced from CAMs?

  • On the face of it looks that the same should be reduced.

  • However, to reach to a conclusion of reducing it from CAMs will be analyzed based on following factors:

  • Maintenance Cost of New DGPanel NewSetup.

  • Maintenance Cost of all New Electrical Set up as now everything is responsibility of society post prepaid conversion. Ref: NPCL Letter.

  • Existing CAM rate increase decision.

  • A special meeting of AOA Members shall be called to take this decision once a final figure arrives of exact common area electricity bill.

Q18. NOC is necessary? How will Non residing owners get the NOC from EMO?

  • Yes, obtaining NOC is absolutely necessary. NPCL and Commission are duly informed by UHAOA/ Unitech through a letter that the outstanding amount is charge of Unitech against defaulters.

  • The Non residing owners living abroad or outstation can get the NOC from EMO office by emailing request on emo@unitechhorizonaoa.in with cc to treasurer@unitechhorizonaoa.in

Q19. What will happen to Security Money deposited against our consumer number?

  • Already mentioned in Commission Order which has been emailed to everyone.

  • Security Deposit shall be kept as security of Common area connection initially till 100% conversion and stabilization of multipoint project. After this the security amount equal to 12 months billing average for common area connection shall be retained. The Balance shall be adjusted in upcoming common area bills.

Q20 Is it possible to have different load for NPCL and for DG?

  • Yes, it is possible but in that case one needs to manage DG consumption accordingly.

Q21. Will we require another agency to manage multi- point metering system?

  • Maintenance will be done by Society. Individual Prepaid Meters will be responsibility of individuals.

Q22. In case of Power thefts who will take care?

  • After Conversion to Prepaid set up NPCL will take care of that.

Q23. Can CAM be recovered from Prepaid Meter of NPCL

  • No, NPCL doesn’t permit the same.

Q24 Who should apply NPCL Prepaid Meters – Owner or Tenant?

  • Both can Apply

Q25. If First Holder has POA from rest of joint owners then all have to sign?

  • The POA holder can sign but documents are needed for joint owners also.

Q26. Whether the meter Recharging process after installation is Online?

  • Yes, the entire recharging process after installation is online.

Q27. Non resident living abroad – Don’t have PAN and Adhaar?

  • One can submit Driving Licence, Passport.

Q28.Who should apply NPCL Prepaid Meters – Owner or Tenant?

  • The Asset (NPCL Prepaid Meter) will be of owner as the flat is in his name. Hence he should apply.

Q29. Rented Flat – Owner doesn’t reside in India?

  • NRI’s need to send the signed form and all documents self-attested through email on emo@unitechhorizonaoa.in admin@unitechhorizonaoa.in

  • Already informed by UHAOA in guidelines given alongwith forms.

Q30. What will happen to Old Meters which will be removed after NPCL Prepaid Meters are installed?

  • The same would be handed over to owners or their tenants. There is no disposal arrangement as of now. Will take the matter separately once the process is completed.

Q31. Process of Submitting forms to NPCL from EMO, whether EMO/ AOA will publish any list?

  • EMO will submit forms to NPCL in lots of 75-100 as required by NPCL.

  • NPCL has given UHAOA a format of excel wherein data of forms getting submitted to NPCL have to be furnished which includes complete details of meters to be installed in society. The Excel Data is getting made based on completed forms received with all documents in EMO.

  • Yes, the data will be published of the forms submitted in NPCL so that one can cross check the status of his application.

The Above FAQ’s are made based on various queries received by UHAOA through residents via different platforms like link that was circulated, chats, phone calls and personal one to one meetings.

The UHAOA responses are made in accordance with reference of UPERC Commission Order, NPCL Officials meetings with UHAOA Representatives and various telephonic conversation time and again with NPCL officials.
